Where Should the Fingers Be Pointing?

There is a ton of finger-pointing going around about who is responsible for the slow response to hurricane Katrina. Of course, most of it is pointing at the White House. The question is, should it? John Hinderaker of Power Line Blog offers a balancing perspective. He makes some very interesting points worth considering.
